Releasing the floodgates does =not= kill the prisoners of the vincula
(not "jacal," that's the hut on the cliff near the wall where Jader
lives) in Thrax.  After all, "following the flood" Severian holds
aloft the Claw, which burns its brightest, and all the dampened prisoners
see it but not him.  The Claw gives them =strength=.
